Hmm... Okay. Think I got most of it now. Lemme see if I got this right. I have 300 points to spend on skills for my character's human form correct? Yes. And the "Cost" of each skill is how many of those 300 points I have to spend on it. Yes. I can spend multiple points on skills to get higher ranks in that skill. Yes, and I'd advise it. Some skill start with ranges like "10cm" or stuff. So, if a skill costs 10 points at base, I can spend 20 points to have Rank 2 in that skill. Yep. For my character's dragon form, I have a different amount of points based on my dragon's size, which is 300 meters, that I spend on different skills that are exclusive to that form. Nope. Dragon Form still has 300 points, same as your base character, plus some bonus points from the alternate form attribute. Which your base form must take. Every rank of Alternate Form your base form has gives your alternate form +10 points. So if base form has Alt Form 1, your dragon has 310 character points. Alt Form 2, 320 character points. What about its attacks? Do I just make them up? Yes, using the Weapon attribute. Notice base Phoenix has none. Her only attack is the basic punch... which will do **** all with her Inept Attack ability. Blazing Phoenix, on the other hand, bought 3 weapons. A flame lance with insane range, an AoE EXPLOSION, and BURNING FINGER. I also have to spend those 300 points on stats, 10 points per 1 level in each stat. Yes. In both forms. Dragon form retains base form stats, but gets a bonus to one stat and a penalty in another. Keep your base stats, yes. I don't think the swapping thing's a rule, but I'd advise it. Enhanced Stat and Reduced Stat cost +10 and -10 points each, so stat points freely. If you want to increase your total base stats, take Enhanced Stat with no matching Reduced stat at a cost of 10 Char points. I keep some base form abilities, lose some others, and some of my base form abilities are improved. I then spend my dragon form points on dragon abilities. Yes. Dragon form also has to have at least one weakness? I.E, an Achilles Heel? Still has to have 10 points of defects, though whether you choose Achille's Heel or inept skills or whatever else is your call. How do I determine which base form abilities I keep, what bonuses and penalties I receive, and what my dragon's Achilles Heel is? Your choice, and your choice. I decided to lower Phoenix's regeneration, swap her Attack Inept to Defense Inept, and remove her Force Field ability to emphasize it's a berserk form. Also a little unsure how defects work in dragon form. You default to using the same defects as your base form. If they don't make sense, you can remove them. You can also add more, if you want and it makes sense. They still provide negative character points, which you can then use to buy other attributes/skills/etc - but only for your dragon form. Again, using Phoenix as an example. While she's human in her base form, she changes into living fire. Therefore, her base form is fine with water, but her Blazing form takes a massive penalty to stats while in water, and bonus damage from it. Additionally, she gains Impaired Manipulators because her hands are no longer hands, and Impaired Speech because all she can do is make vague yells and crackling noises. She loses the Inept Attack defect because her Blazing form is much more dangerous. Also, can I have a laser bow and twin laser daggers? Yes. I'm going to start adding the weapons guide now. But to clarify some rules in the meantime. All characters have a free rank 0 physical melee attack. Your most expensive (primary) weapon costs full points. All others are half-price.

Can I create a specific organization within one of the empires? Something like a weird pseudo-private R&D company that is publicly funded? Something that, while not strictly military, is treated as such?
It's for backstory.

So basically, I don't have 300 points to spend on my dragon form then. I just have the remaining points leftover from my base stats. So, if I spend, say, 150 points on my human form stats, then I have 150 points to spend on my dragon form attributes, plus the multiplier from my Alternate Form rank. You said I had 300 points to spend on my dragon form, which is what was confusing me.

...You have more than 300 points to spend. 300 plus 10 per rank in Alternate Form. It's just that EVERYTHING costs, even stuff you already had.
