Can we have a very quick run-down of the world/solar/galactic/universal setting? Planet. Scrap/junk planet covered in recycling centers, basically a graveyard for dead ships where they can be broken down in the planet's fiery hellpits of lava and burning before the resulting scrap's resold. Most of the planet's economy is built around the recycling/trash-heap-building business. Because the planet provides a valuable service, they have lots of business partners among several different empires. They're also very neutral. And many empires would very much like to seize control of the planet. Some mostly for the sake of not letting others have it. Solar. Scrapland is the only interesting planet in the solar system. The others are a methane gas giant, interesting only due to its relatively small size, and a small hunk of molten rock skimming the sun barely worth mentioning. Sector. Scrapland is set between the Asinate and Probos empires. Two empires who are in a cold war at the best of times, and all-out war all the rest. Like right now for instance. Which is odd, because they're both Old-Earth Empires - a term given to the first few confederacies of planets to form after the Colonization Rush began. Both mostly comprised of humans, both large and respected on the Galactic scale. Other than a few seemingly minor differences, the two empires share quite a few ideals and values. Probos is making a play for Scrapland because it would be useful, and Asinate is making a play for Scrapland because "**** Probos." Funnily enough, you're on Scrapland because you got stuck running from a warrant for your arrest in one of those two empires (or a close ally) that are on their way here. It'd probably be a good time to leave, but hiring a ride out's been surprisingly difficult. Apparently you aren't the only one who doesn't want to be here when the lasers start flying. Quadrant. Other than Asinate and Probos, a few other Old-Earth Empires make up the majority of settled planets in the quadrant. Several smaller alien empires exist as well, but almost all are relatively small compared to the sum of the human empire. Many of the empires in this region contain one or two neutral "embassy" planets, where members of various races and nationalities intermingle. There are also several "business" planets with such large and booming economies they can basically buy their independence. Because no empire wants to be denied access to these planets. To the point empires will go to war to keep these planets out of control of their enemies. Case in point, Scrapland. Galactic. While the Old-Earth quadrant contains several small, scattered human empires with a few aliens hanging around, the others share no such weakness. The Aleph quadrant is where the Terran Colonization Rush ground to a halt as the expanding humans started to crash into the fiercely contested borders of several alien races that have been at war for far, far longer than humanity has existed. There is, nominally, a galactic Senate in this sector. However, other than its one permanent member, the members of the Senate change like the weather. Species join and quit in protest sometimes several times in a single cycle. Additionally, they lack any method to enforce their policies. Empires that don't recognize their authority receive sternly-worded letters at worst. The unnamed alien race quadrant is inhabited almost solely by the mysterious unnamed alien race, the oldest, friendliest, and most deadly of all the alien races - and the only permanent seat in the Aleph Senate. The fourth quadrant is largely unexplored due to competing political interests interfering with formal expeditions and the large proportion of horribly uninhabitable planets found during the few successful expeditions. Universal. Iunno, some weird stuff probably.

To clarify, I keep using the term empire because I'm lazy. There's a ton of different political/pseudo-political systems ranging from monarchies to dictatorships to hive minds to loosely associated pirates who stab each other in the back on the reg, but band together against non-pirates.
The Phobos Republic and the Asinate Confederacy both use an elected president and Senate system.
Also, now taking requests for other empires. For backstories or "I-wanna-go-theres." Build-an-empire is open fur business. Though I don't have any standardized form for it or anything.

For the Phobos and Asinate governments, which one is more militaristic or develops the most weapons? Depends on who's in charge, they kind of go back and forth over time. They stay about equal in terms of the arms race, what with the cold war and all. At present, Phobos is being a bit more aggressive. Are there any psuedo dragons in this??? There are half-dragons, full dragons, non-dragons, characters that turn into dragons, wyverns, wyrms, worms, particularly angry horses in wingsuits... So far BESM's biggest strength compared to other systems I've run is the flexibility of the character creation system. You can make just about anything.

A planet list's up now. Right now there's only 1 planet and 2 empires on it. I've got a few more designed, but I won't post them for a while.
I need to make "capital" planets for those 2 empires...

You know what would be really cool? If there was a SciFi version of 13th Age we could use for the campaign. I know there's something called Rifts, but I don't know much about it. It would also be really awesome if we all had working Mics and stuff, so Crow could upload the campaign to his YouTube channel.
I assume we are just doing a normal written campaign, and we aren't using something like 13th Age or Rifts right?

I've looked at 13th Age before, thought it looked interesting. Haven't read the rules, though. All I know about Rift is that it exists. I'm just doing it on Word because I'm too lazy to put in a bit of effort and not be lazy. I'm working on Phoenix and a YGO post now. Then comes getting all the Weapon mods into the creation guide. Then maybe attribute mods/restrictions. But that may end up getting pushed to "between my morning job and my evening job." And I should probably sleep at some point since I have to be up at 6 and I've had... 8ish hours since Monday. Tomorrow WD's getting updated come Hell or high water. And hopefully I can start the rules guide and do the Raiden example character for X and Bunny. Saturday I'll busy until evening, then I should be able to finish transcribing the base rules, talk to the guy I recruited... And start working through the starship combat rules. I already skimmed it, but I need to go back in and make sure I've got it down. Work on Sunday, plus grading the kids' presentations... And a meeting that'll eat most of Monday's afternoon, plus getting ready for a Biochem test... But I should still have enough free time to at least start writing the mech rule summary. So, summary... As much as I want to work on this more, people at work/school won't LEAVE ME ALONE ON MY DAYS OFF lately. But I finally caught up on my backlogged work, so I'll have more time on my days-not-off. And I wanna play Fates some this weekend. I ****ed up and saved over my main file after I married Shura while filling my Revelations support log. And my last backup was about 3 hours before that. So back to Birthright for now.

Hmm... Okay. Think I got most of it now. Lemme see if I got this right. I have 300 points to spend on skills for my character's human form correct? And the "Cost" of each skill is how many of those 300 points I have to spend on it. I can spend multiple points on skills to get higher ranks in that skill. So, if a skill costs 10 points at base, I can spend 20 points to have Rank 2 in that skill. For my character's dragon form, I have a different amount of points based on my dragon's size, which is 300 meters, that I spend on different skills that are exclusive to that form.
How many points can I spend on my dragon form? What about its attacks? Do I just make them up?
Edit: I also have to spend those 300 points on stats, 10 points per 1 level in each stat. Dragon form retains base form stats, but gets a bonus to one stat and a penalty in another. I keep some base form abilities, lose some others, and some of my base form abilities are improved. I then spend my dragon form points on dragon abilities. Dragon form also has to have at least one weakness? I.E, an Achilles Heel?
How do I determine which base form abilities I keep, what bonuses and penalties I receive, and what my dragon's Achilles Heel is?

So, been reading the guide, think I got a handle on attributes and defects, still a bit unsure on point cost and how everything adds up. Also a little unsure how defects work in dragon form.
Also, can I have a laser bow and twin laser daggers?
