No. He speaks in dramatic tones, as in he speaks like he's in a play. Read some of his dialogue on UESP.

Description: An aged shaman of the Hist from Black Marsh, he is moderately framed but is very thin. He has few adornments on his head and green scales. His robes are ragged but functional and he has a crow named Sees-The-Ground that he uses as a lookout that he managed to reach a basic understanding of Jel to.

Background: Living in Black Marsh for all his life, he tended to the Hist and served as a counselor for his tribe. He knows much Restoration and Alteration Magic, much of it deeply rooted in his homeland. He's a trained healer who tended the wounded in the war against Sithis, but fled from the Black Marsh with a few Hist saplings after it had been made desolate by Sithis.

Background: Siegmund knows nothing of his life before awakening on an ice field. As he makes his way to a village in the cold north, He meets a merchant named Nephle. Fast forward, and he is trekking through Skyrim, taking a orphan under his care named Kira. Without memories to hold him back, he has a rude personality with a touch of smart aleck mixed in. Hopefully he will change in time. His origins a mystery, he marches wherever he believes he is led. A new member of the Companions.

Description: Eminey is a woman of 6'1, dark skin, and midnight colored eyes. Her hair may be the oddest of all, a dark grey that contrasts with her real age, and the subject of much teasing. She keeps two daggers strapped to her ankles, both made of strong steel. The hilts are a pale white, and the blade, black.
She wears a grey, long sleeved tunic with a hood that can cover most of her features except for her milky grey eyes that seem to flicker into a vibrant blue on occasion when angered.
Her build is athletic enough that she can carry large swords, but not able to wield them long.
She has taught herself to hear the sound of movements, rather than sight.
Background: Eminey was born blind at birth, and proclaimed to perhaps never be able to do anything. Regardless, her parents kept her, seeing as she was their first and only child.
Eminey grew up learning how to "see" with hearing the movements of others, rather than see. She was educated verbally, and not visually, which sometimes caused her much trouble.
Her father would test her strange abilities with simple tests of pretending to stab her with a dagger. He was surprised when she sidestepped it with difficulty. Amazed, he began to advance her hearing training.
Eminey grew up in a Forebear society in the Kingdom of Sentinel in Hammerfell. She found her proficiency in daggers, a great asset for Redguards quick speed, and good resistance against poison.
She attempted to join one of the Redguard knight orders, yet was given a choice due to her blindness, prove herself worthy or give up. Determined, she proved herself worthy, and gained herself a position.
Years later, she left Hammerfell and explored, going to Whiterun. She would gain an interest in the companions, and either join, or simply continue her wondering travels. She has taken up various jobs, including snake charming, and does quite well at it.
(I couldn't find a Redguard name except for Naarfalingus or something for Oblivion, so suggestions accepted.)
