It's because you haven't unlocked tier 3 classes yet. You wouldn't be able to promote Isana/Suarrure, either.

I must say that Janice is adorable. I just finished reading the supports. Nevyn wagging his tail when Rhett wanted to train was cute too. I think I know what my next level supports are that I'm wanting though...
Also, I figured I'd explain why I chose my things to help with decision making.
I think we already have plenty of tanks, but we have a surprising lack of ranged combat ability, which I noticed last mission. So I think having her as a temporary Archer could be a good idea. Plus, the extra Skill from it is useful, seeing as Allune is a hawk and they are good at getting multiple hits that crit. I also think making her a soldier would make her more of a tanky character. Especially if she picks up Provoke. That's fine and all, but I think Rand would make a better tank since he's a Great Wyvern Lord.
I want Rhett to be a fighter because with that health boost, I don't have to baby him as much out on the field. Not only that, but I think he would make a good fighter class character in general. I don't think he specializes enough in skill and speed to be a Mercenary.
I'd prefer for Sorina to be a Great Knight other than a General because her speed is abnormally high. If we work with that speed than we can get someone that's fast, tanky, and damagey for the price of one.
Harv's stats are not good for the Warrior type stuff. I looked at them. His defense and health are not high enough. However, his skill and speed are pretty good, so I think he'd make an excellent outlaw. Plus, the higher your speed, the less you have to worry about getting hit in the first place. I think I'd rather put my chances in his speed than his low defense.
I want Stella to become a Bishop not only because she's the only character that can use light magic, but also because she's the only character that can class change into a Bishop currently. Plus, Bishops have some good skills in later promotions. Especially Corona. Stella's stats are currently versatile and she can become pretty much anything, but I would prefer Bishop.

I guess on the Alure thing I am willing to concede to make her an archer.
Yet Just is it ever an issue to have to many tanky characters? It actually don't think thats a problem having mutiple characters that can hold there own.
Now me personally I prefer Mercenaries to fighters. Fighters for me have always beeb unreliable and haven't been able to hit for me anything. Plus yes they get a boost in health but there defense and skill aren't so hot. At least with mercenaries they can take a hit, deliver a pretty decent hit in return and can actually hit the target. Plue they are the jack of all trades character.
I will give you that one character Bishop over Sage because I was unaware of the major difference between sage and bishop. (Dont know why i thought sages can use light and anima magic.)
But I am standing firm on General because you can never go wrong with a litteral human shield soaking up hits while others pelt the foe safely.
So I change my vote to Alure --> Archer and Janet --> Bishop.
Oh and harv if hes a warrior he will gain access to bows and if your worried about him getting hurt then turn him into a primary bow warrior.

The problem with focusing on defense is that we need to be able to hit them back. Some enemies need to die before they can hit you.
The reason he can't be a mercenary is because his stats are very not geared toward that. We should improve his strengths. Having all around characters is really bad. We should specialize what they're good at and round things out by having them work with others that cover their weaknesses.
Same reason with Harv. I'm not afraid of him getting hurt, he just has really high skill and speed and would make a really good outlaw, but a terrible warrior.

But why make him squishier when we can make him a Warrior and just focus on Bow useage without sacrificing his experience with an Ax?
It maybe unconventional but we can play Harv as a bow user.
As far as Rhett I am sticking with Mercenary because I prefer Mercenary to Fighter so we are going to have to agree to disagree.
I prefer to have a bunch of wall characters to protect us. But its not like our walls cant fight back. They can hit just as hard as well as take a hit.

But hitting back is not as good as taking them out before you can even get hit. Harv's defense won't go down from changing to an outlaw, the only change will be that his skill and speed will continue to raise rapidly. It's also kinda counter productive to use a bow as a warrior since warriors have high health and defenses. It would be better to raise his skill and speed and use the bow from behind someone else. This is what I mean by covering weaknesses. Harv has low defenses, but we pair him with someone that does and suddenly we have high damage and high defense. If we just have two high defensive characters, we are lacking in damage. Also, characters don't seem to have weapon levels in this, so it doesn't matter what weapons anyone uses. There's no change in effectiveness.

Oh so Crow whats the difference between Sage and Bishop then? Do bishops have a special ability over sages?

Sages have slightly better attack and much better defense. Bishops have slightly more HP and much better resistance.
Sages get Rally Magic and Tomefaire (+2 attack with tomes). Bishops get Prayer (heal adjacent allies at start of turn) and Slayer (+2 attack against monsters).

Oh, if all sages can use light magic then I want her to be a War Monk. Her stats line up perfectly for a front line healer fighter combo.

The armory is a whirlwind of activity as everyone prepares for the upcoming battle. Sylvia, refreshed after spending some time with Suarrure, flits around to help everyone outfit themselves.
Gale takes up a sword and straps it to her skirt. "Heh heh. Time for a new adventure!" She bounds off to the training grounds to try it out.
Carin adds a few more pieces of armor to her horse. She replaces her sky-blue robes with a similar set trimmed in gold, and adds a pair of wing-like plates of armor to her hips. "I'm going to keep doing my best!"
Allune switches her pants for a skirt and leggings. She adds a small quiver at her hip and a small leather breastplate modified to give her wings more freedom. "Ugh... Do I look OK?"
Rakim picks up a large shield to match his greatsword and dons some heavier armor. He lets Janice help him strap on the vambraces. "I must keep growing stronger."
Kurt adds a small quiver hidden under his cloak. He wears a heavier leather breastplate, dyed a dark green. "Heh. I like it."
Gin takes up a halberd in place of his spear. He does a few practice swings getting used to the new weight. "I can do this! ...I hope..." Sylvia grabs some heavier armor and stuffs him into it.
Keith collects several pieces of armor. He replaces his golden pauldrons with larger, white pieces with a wing motif. "Alright! Let's go!"
Quinn looks around uncomfortably. He finally takes a sword a tome and leaves the armory and heads to his father's office. He hesitates, then pulls one of his coats off the wall and wraps it around himself.
A middle-aged woman with white, fox-like ears and a bushy tail sniffs from the doorway. "You look so much like your father in that..."
He whirls around. "Mom!?"
She wipes a tear from her eye. "Be careful, OK? And watch out for your sister. You know how she can be..."
Quinn nods. His mother turns and walks off.
Stella, Harv, and Sorina also mill about the armory trying to decide on some new equipment. Rhett stands at the back with a sword in one hand and an axe in the other, staring at them silently.
