Then we should probably have them be the big had until HH is introduced, or have it vice versa. If they are attempting to get the power Nobodies to their side, they'll probably have their plan advance slow, gathering data on them first before stepping in.
Either that, or we'd need another evil happening to divert attention from both until the time is right.

I'm referring to the more powerful ones you were speaking about. Not all Nobodies will be agreeing except the weaker minions like Dusks and etc.

Most would.
It's a rational choice, and most Nobodies have no place to go, and they would feel most at home with others like them.

And some would be skeptical at the idea of a group of fellows gathering them. Usually that sets off warning bells when they say you're "special."

Except that they would approach the situation less like gathering, and more like offering a place to stay.

Their chances of survival increases in a group, and they have no fate to begin with. The group gives them a purpose and a home.

They'll probably have existed for a short time, since this is a few months after the Heartless started appearing.
We need to decide on some members, and how they are organized.
We already have Moran, the leader.
My character will be a part of it.
GX's character might be a part of it.
We need a few more members, maybe even the Nobody of one of the FF games' characters, too.
We could organize by element, by rank, or other such things. Will members have equal standing, or is it staggered (not counting Moran)?

If we are going to avoid the organization rip off, then equal. But have Moran's vote have the greatest impact. You can probably add my character into it too eventually. Maybe immediately after he goes skateboarding in the woods, have some heartless appear, and then a member shows up?
As for members, we need names and deciding how many "Higher" Nobodies will be in the group.

Organization XIII members have equal standing, with the exception of Xemnas, so that would be closer to a knockoff.
Fire is a poor choice for the leadership.
