Why does she have two different Magistines from the beginning? How did she get them?

One was something that she had with her since birth the blue magicite (water and ice based) hence why she's nicknamed Shiva.
As far as the holy one (white) I thought I could work it in as a present she got when she became co-captin of the guards like how she received her lance.
If possible I would like to have both at the starting. If its impossible then if I can have the blue magecite I would be ok with that.

X, two Magistine from the start is entirely unfair to everyone else. Sorry, but no. You may start with one Magistine, and find the other like everyone else.
GX, you can start with a B Rank Magistine if you wish. I have no objection. Otherwise, you can find one close to the beginning of the RP, depending on where you start. Defeating the Guardian might be a problem, but your character could always hire mercenaries or some such to help. If you want, I can PM you a list of Waystones close to your starting location.

But you forget Golurk Neo was the one who thought of Shiva that trumps everything.
Besides you forgot about her water element. Summons a huge tidal wave to cover the entire field. Good luck dogging a tidal wave.
Also I guess everything else is ok Neo

Good luck trying to create a tidal wave on land, when you have a low-power Magistine, while also fighting an experienced hunter who spent most of his life either on a boat or in the ocean.

Roll saving throw yes still have some health. Charlie is still in perfect health. Use ice magic to create a separate ice lance.
Now comes the big finale Leeeeeerrrrrrroooooyyyy Jenkins

He wouldn't have d12 bite attacks. Plus, saving throws aren't for damage.
