Wouldn't it make more sense to use the armor's PS bonus...? Yes, other than that being really, really high... I could understand it from the logic that power armor is magnification of the user's base force. Which one are you going to use for NPCs? Probably the armor. That's what makes the most sense to me, at least.

What about characters with supernatural P.S? It would make sense they could leap farther than normal humans. But you can just turn into a bird and fly as high as you want... But Shira can only be a not-dragon for 4 hours at level 1. Edit: Also, changing form takes a while. Whereas Leaping doesn't. Also also, I plan to have Shira leap and run across roofs and stuff. So I need to know how far she can leap.

But you can just turn into a bird and fly as high as you want... But Shira can only be a not-dragon for 4 hours at level 1. Four hours of flight can be much more useful than a few minutes of higher jump :P Though I'm not saying that you can't have a bonus. I don't really know what a bonus would be.

...OH, right, robotic PS itself doesn't actually give a bonus. It has flat values for damage based on the strength. Well, guess Celica's just going to have to find excuses to get out and fight a lot if I want to take advantage of her PS.

But it sounds way harder than it is. Since I want this to be a relatively easy-to-read reminder-type guide, I'm not going into much detail of what things do or how they work, you can look that up separately.
Roll initiative each round, high goes first.
Aggressor chooses an action.
If they attack with a gun, they roll to hit (need 8+), then you can dodge (costs an action) or take the hit. Special gun-related actions: called shot, aimed shot, burst fire.
If they shoot missiles, you can dodge (costs an action), take the hit, block (and risk destroying your arm units) if you're piloting a mech, or try to shoot the missiles down (costs an action).
If they choose melee, they roll to hit (need 4+). Defender can: - Parry - Dodge - Entangle - Simultaneous Blow
Parry: Roll parry skill. Doesn't use an action unless you have no hand-to-hand skill. Parrying a weapon takes a penalty unless you also have a suitable weapon. Defender wins ties.
Dodge: Roll dodge skill. Uses an action unless you have automatic dodge. Note: if out of actions for the round, you can still dodge by spending actions from the next round.
Entangle: Roll entangle skill. Uses an action to catch the opponent's limb/weapon. Spend an action and re-roll each round to maintain the hold. Escape by rolling dodge vs. entangle.
Simultaneous Blow: Allow enemy strike to hit. Automatically hit with your next strike.
Then the defender becomes the aggressor and attacks. This back-and-forth continues until everyone's used all their actions for the round. Note one character may end up taking several actions at the end if they have far more actions/round.
Oh, and knockdown. Lose initiative and -1 action for the round, or -2 actions if sent flying several feet. Odds of knockdown depend on the attack.
Closing distance takes 1 action.

4' high and 5' long seem really off.
Like, most people can do standing (not to mention running) long jumps of 6 feet or more, but 4 feet vertical is crazy.

She is going to disarm and disable so many enemies before killing them anyway.
