Can we change the fluff of some of these for our characters if it doesn't necessarily fit the setting that they're from?
Like, how the official book describes Rogue Scholars as Rorshach-esque detectives and truthspeakers who spread knowledge illegally among the uneducated masses, but it wouldn't make sense since said character is from someplace/sometime where they wouldn't need to do that, so they're an anthropologist who spreads knowledge to uncontacted peoples?

Yeah, if you need to, then that's fine. As long as the character fits in the world and fits what you want, that would be fine.

Also, how would we handle a character who is from the past or future of each of the worlds?
And what's the deal with the worlds? Are they separate planets? Separate dimensions? Separate alternate timelines? Mirror image universes (Dark World vs Light World type deal)?

Worlds can be both separate planets and planets in entirely different dimensions, parallel universes, etc. Basically, the worlds through the Rifts can be anything, anywhere.

So Neo, here's why the dragons are so overpowered:
They level up more slowly than everyone else. Most classes are at max level from 340,000-400,000, while Dragons are at max level from 600,000-800,000.

Looking at it, level progression looks weird. From the rules in the back, it looks like it only adds 1d6 HP per level, but I assume in the class features it lists leveling stuff?

Looks like you and Neo were probably about 1/3 right. But never another character with a pet bird. Not after... ugh. We don't talk about the first character I ever wrote. But I definitely need to read more to get a grasp on this Mega-Damage stuff and general mechanics first. And look at about 4 other classes.

Each class gains more skills and powers as they level up. Psychic classes gain access to more Psionic abilities and Practitioners of Magic gain more spells. A character only starts losing HP after their SDC and MDC are depleted. If a character is losing HP, it means they're critically injured(But not mortally yet).
So, we have how many players interested in the campaign right now? Me, Crow, Lurk, GX, and Malefio... So 5. We should probably keep it at 5 players, though we could have 6 if someone else really wants to join. But 5 players is definitely best. And we definitely shouldn't go beyond 6.

I looked at Juicers and it didn't look like they gained anything on level-ups.
I wish the book was better organized.

This campaign isn't going to start for at least another month. And it's possible you can join down the road. So work on getting yourself a computer. You don't even need a particularly good one.
