...Getting back on track, now. Neo, what are your questions? I know I addressed most of the ones in that quote, so I assumed you were just asking the other stuff. HHD, did I send you a copy of the companion thing? I can't remember. Rules are still on track to be done tomorrow. How much base points do I start with in my dragon form, before Alternate Form ranks and defects are taken into account? If I spend 200 points on stats for my human form, does that mean my dragon form only has 100 base points to spend?

Both forms have 300 points. Each. But you pay for everything (including stats) in both.

I already set up a Google Sheets form that may be a derivation from the sheet you're using, complete with more tables for items, character bios/pics, and a bit more automation.

Well, you can have the human form have like 4s in all stats but the dragon form have 7-4-7 split. Stats are just another point-cost thing.

It's not quite true but I'm bending how Alt Form works to make it easier.

These weapon rules are seriously not computing with me.
So I spend one point to get a level 1 weapon, which does 1 damage? And on this level 1 weapon I can spend another point to add a level 1 modifier, such as Accuracy +1? Weapon penalties deduct from those points, but if it goes beyond your weapon's cost it doesn't add to the points available on character abilities and skills? Can I take multiple penalties and use multiple weapon mods? Is there a limit on how many level 1 weapons I can start with outside of available points to spend?
With this one point, I can just arbitrarily say it's a gun? Or a Submachine Gun? What's the range?

Hmm i think i am going to go for a character thats a across btw Samus (bounty hunter kick ass armor) and Raiden (cyborg Ninja) if that is somehow possible. It is quite possible, its easy, in fact. With the right weapons and armor, and having several attributes to help you shoot and slash accurately and move quickly you should be fine. For example, having combat techniques could be good to reduce penalties for any situation. thanks thats actually really helpful

And Neo, there's literally a "Make a Copy" function right on the File tab for the Sheet. I can't let you guys edit it since it is the "master sheet".

Weapon Level times Damage Multiplier (base is 5) plus Base Attack Bonus Weapon mods and general attribute modifiers are different. Weapons get 1 mod point per rank, reflected in the cost. General modifiers then cost more character points (range, duration, area, targets) Minimum 1 point. Within reason. Nope. Start by taking the Item attribute directly on your character, then give the Weapon attribute to that item. This marks it as a weapon-item instead of an inherent, can't-be-destroyed weapon like fangs or claws. Starts at 0. You need to pay character points to apply the Range general modifier. And/or the Area general modifier. At 1 point per rank. Let's make the sub. Item (submachine gun) goes directly on your character. The submachine gun'll look something like this. Armor tier 6 - 6 total cost - Gives the gun 6 armor, 6HP Object Tier 3 restriction - Makes the armor only affect the gun, reduces cost of Armor by 6 to 6 total Weapon tier 3 - 7 total cost - Gives the item the ability to do damage, gives it 3 base damage with 3 mod slots Autofire - 3 mod slots, gives it a chance to make multiple shots per attack Non-penetrating - -1 mod slots, reduces its effect on armor Accurate tier 1 - 1 mod slot, gives it increased accuracy Range +1 - costs 1 character point, gives it range 10m So the total cost of the submachine gun is 13 points, which is then halved (round down) because it's an item.
