You falter slightly, stumbling backwards until you are partially shielded by the door before you can find your voice to speak. "I'm not a reaver! What's a reaver?"
You can hear the soldier closest to you sigh, but he still draws his sword and levels it at your chest, clearly unconvinced. At that moment you begin stuttering out all the things you do remember so rapidly that even you aren't exactly sure what you've said. The soldier raises one eyebrow from what you can see of his face that isn't covered by the standard issue helmet of the Imperial Legion.
"By the Eight! What must you have done to anger the gods so much that you found yourself as part of one of Neloth's experiments? You may need to give up your dreams of atonement if being his apprentice is your only way to get back on good terms with the gods," he says.
Despite the soldiers joking, he hasn't moved his sword, and the commander has since strug an arrow on her bow and is aiming at you... You are beginning to suspect that they don't believe that you aren't a reaver.
A. Slowly step out with your hands held up in a non-threatening manner, walk into the light cast by the nearby torch, and point out that you are, in fact, a Altmer, and dressed in plain clothing, not armor. B. Try using charm and guile to convince the cold hearted Imperial Legion forces. C. Wait for a moment to see if anything causes a distraction or the soldiers lose focus, then run to take the torch from the sconce on the wall, throw it at the closest soldier, and begin to flee from the tower. D. Draw weapon/ Prepare spell (specify which)

I'll say A. Let's not anger the entire bloody Imperial Legion just yet. And yes, before anyone says it, I know B is the more "Rogue-like" option. But we probably won't be so successful at that just yet, not with our memories scrambled, no practice, and under lethal threat. So yeah. A is definitely the safest option here.

You choose to pursue a peaceful resolution to the misunderstanding, by moving slowly into the light and revealing yourself to be an Altmer in simple clothing. You give a sigh of relief as the Legion soldiers sheath their weapons, now thoroughly convinced that you are who you say you are. By dealing with the Legion calmly and without becoming hostile, you have slightly altered this group's perception of you for the better, which you note may help you in the future.
"Wrong kind of elf. And only Neloth would be cheap enough to send an apprentice to a place like this dressed in rags," the commander remarks, as you note that she herself is a Dunmer. She seems friendly enough when she isn't busy weighing whether or not she should shoot you. "Well, what are you here for then? Speak up!"
A. "Master Neloth sent me to retrieve an item for him within this tower." B. "Neloth told me to find some sort of item for him if I wanted to hear the story behind why I have no memories." C. "I don't really know why I'm here, or why I'm listening to him. I'm just hoping there's a few septims in it for me at the end."

Why C? With B, we might be able to gain more favor or sympathy, and they might decide to help us. Besides, C isn't the truth. We know exactly why we're listening to him.

This isn't so much about the results you'll get as much as it is about letting you guys decide the MC's personality and the things he would say. This is just like those rare times playing a TES game where you can choose from multiple dialogue options without any real consequences for them. So I would just choose what I want him to say, not what would appear practical, since it won't make a difference.
