So, for further reference, what are the requirements set for increasing an ability score? Once every fourth level, once every fifth?

3.5, and every 4th level, so ability scores should increase 5 times between now and level 20.

You input the stats you want for a character and it gives you the point total below the chart. One combination that nets 28 points is 7, 10, 10, 12, 15, 17.

16 14 13 12 11 8 Is the elite monster point buy for the campaign, those who have PC class levels and PC strength. It's pretty well balanced with a +3, +2, and two +1 modifiers, as well as one -1 modifier. If you aren't sure how to build your character, try using the array above, putting the largest values in your most important stats and working down.
Ex. A Wizard may want
Con: 14 Str: 8 Dex: 12 Int: 16 Wis: 13 Cha: 10

Uh, what's a good build for a scout? Focus on Dexterity and Strength. For your dump stat, I'd say go for Charisma (since my character has high charisma, and most parties don't need more than one person with high Charisma).

Scouts want high dexterity, good constitution so they can stay alive, and wisdom so they can scout well. Scouts get a lot of skill points, so they don't need intelligence as much as other classes, but they don't want a negative value. What they don't really need are strength or charisma. So an example build would be 16 dexterity 14 wisdom 13 intelligence 12 constitution 11 strength 8 charisma

Scout need wisdom more than they need strength. While they don't want a negative modifier, wisdom is probably a better investment, especially since he will be a primarily ranged attacker. Besides, listen and spot checks are modified by wisdom.
