I don't think you should have a penalty to skills just because of that... so I'll scrap that. Your only penalty will be on associated checks, where I feel it makes more sense.

He'll already take a negative on any rolls for int-based skill checks. He just won't have less skill points to cover for it.

If it's like 6 pm your time, that's 3 pm my time and right in the middle of the day, so I'll do my best to be there but I'm not sure right now.

I will do my best to be there, but it's unlikely I will be able to stay as late as long as normal sessions go. I'll probably leave around 11:00 EST, but I don't have a limit to how early I can be there.

My fall break starts Wednesday night and lasts until next Wednesday. It's not supposed to, but all my Thurs/Fri classes are cancelled for various reasons.
