Hmm. The Great Horned Dragon is... Interesting. Like with the rest of the dragons in this book, it would have to be tweaked and changed a bit to fit the updated Ultimate Edition rules(This book is from 1996), but even so, I'm not sure which dragon species is more powerful; the Great Horned Dragon or Royal Frilled Dragon. The Great Horned Dragon does have some pretty unique characteristics and starts with a LOT of skills, but the Royal Frilled Dragon starts with powerful magic and psychic abilities. And the Royal Frilled Dragon is soooooo cuuuute. So I'm happy with my choice.
I'm learning some other interesting things about dragons too. For example, in dragon form, all dragons can shrink themselves by up to 60%, to make themselves appear less frightening and more like large cuddly lizards. This can also be used to help them fit in confined spaces and they can return to full size instantly. Some dragons- like Royal Frilled Dragons- can also fold their wings against their sides to make them seem much less obvious. So, if Shira really needed to, she can pose as a large pet Komodo Dragon(Basically NPCs roll check to see if they think she's a big pet lizard or a dragon trying to keep a low profile), then shift to her full size for combat when needed. And it's very likely she will need to do that at some point, since she can only maintain any non-dragon form for up to 4 hours at first.

Oh! Mystic! I meant to give you one last piece of advice. The most important piece I have to give. Well, second most. Whenever I GM anything, I keep something (a notepad if it's a physical thing, a .txt file if it's online) handy with a list of rules and what pages (and what books) I can find things on. Not everything, just things I don't have memorized and expect might come up. Like for STARS the list has stuff like "penalties/bonuses to ranged attacks chart main book page 152" and "collision damage BRCS book page 86." It was bugging me so I had to look it up. I was surprisingly close. 155 and BRCS 77. Saves so much time. Especially with a non-searchable .pdf like the RIFTS book. Or a physical book.

Clarify something lore-wise for me. I was assuming stuff because of things that've been said, but I guess I should just straight ask... Being psychic is like being mutant in Paranoia, right? So long as it's a low-level mutationpsychic ability, you get registered and live as a second-class citizen but you're otherwise golden, right? But higher-level mutationspsychic abilities all bets are off. And Machine EmpathyBio-Psychic Abilities is straight up Game Over if someone catches you using it.
Do I have that about right?

Also, we got snow. It's just starting to stick and is hardly a blizzard, but it's steady and if projections are right it'll be piling up by the time session rolls around. I doubt we'll lose power, but... y'know... heads-up.

Yep, pretty much. Only psychics living in the CS get registered though.
