...Mostly.
More powerful attacks tend to have names. Plus a character saying them is pretty cool as well.
Weaker attacks or applications of weaker techniques don't need names.

It depends on the Wizard, GX. Weaker Wizards need to follow each and every spell through, using the correct hand signs, words, etc, in order for the spell to work. However, stronger Wizards can do everything in their minds, and use their spells with a flick of their wrist. A prime example of this is Byron from the Fate's Clock arc. But for extremely powerful spells, like Ultimate Spells, they still need to do the entire procedure, including calling out the name.
For example, Makarov still has to call out "Fairy Law" whenever he casts it, despite him being one of the most powerful Wizards in existence. Does that help, GX?
