I'm thinking of a medium blue and light grey with dark navy accents for the Death Runners' color scheme. And maybe a red-orange color with white and a silver accent for the CDDA.

I was thinking that for the CDDA, but it's too close to the Militia. Also, I can't seem to picture an anarchic gang wearing blue. It's too calming of a color.

But green always reminds me of Christmas unless it's a neon green, which would be a stupid choice in my opinion. And red is pratically cliche. An orange would have to be muted and muddy, and too much like brown. At least blue is different.

I'm just going with psychology. I think the silvery grey coupled with black and neon green provides the perfect alien atmosphere that the CDDA would provide.

I think the CDDA's color scheme is too alien, actually. No one is supposed to know their true nature, so why should their colors be so foreboding?
Okay, for the Death Runners, how about a compromise? Black, meduim gray, and dark and medium green accents. It's not like they'll have a uniform, they'll just be wearing clothes in that color scheme. This way it could be something like a black jacket, grey shirt, dark grey pants, and green wrist bands and a belt, for example.

They can't be too intimidating, or else there will be immediate distrust from the public. They need to have a sense of authority and gravitas, but not be intimidating to the general public.

Powerful and orderly is different than intimidating. Let me think...
Maybe white, light and dark grey as the main color, with this navy blue as a secondary color, accented with an icy blue.

I like it.
I also thought of a sort of "uniform" for Death Runner Conduits. It's a sort of tightly wrapped linen cloth like what one would wear in a desert but tighter and with the green showing on small pads on the hands an knees that are somewhat visible under the cloth.

I'm not really a fan of that particular idea. One of the reasons is because with it being tight, it would be really hot during the summer, when it's almost 100 degrees out, with relentless sunshine and crazy high humidity.

There's a reason for that. That kind of clothing is used to trap moisture and sweat to keep the wearer cool in theong run. Also, it's protective and cheap.

Hey. I know you said the Ray Sphere would destroy part of the Old Fourth Ward, but would it destroy the park? Because if it wouldn't, the apartment complex I just found would be ideal and it would still exist.

Most if not all of Fourth Ward would be destroyed. It's a 2km blast radius coming from the center of the Oakland Cemetery.
