Sir! I need NO themes. A badass is not determined by their backstory, but by their actions. I want a generic character because all my others are important in some way. Most are either royalty, nobility, or pretty good in the social latter. I need something Generic.

Ronald Sutter Male 31 sans freezing 5'9" all hair removed, small metallic ducts situated strategically about his body, skin pale, eyes cobalt blue, no hologram. Home ship Sakura or it will be shortly. No one special before just a guy working a nine to five office job for an accounting firm, that was until he was abducted. He was modified by the removal of his lymphatic system and a portion of his brain. In there place were put specially designed "nests" for a special modified colonial bacteria. The bacteria function as carbon based nanites, capable of working in unison to accomplish complex goals. The bacteria are controlled by Roland from interfaces wired into the "nests". The bacteria must remain in contact with one another to remain under control, if disconnected they simply lay lifelessly until they die. In addition to their nanite function the bacteria also serve as an auxiliary neural network, storing and processing information proportionately to the number of bacterial nodes, without this function Roland's missing brain tissue would render him mentally enfeebled. As of right now he is still sleeping in cryo-stasis but his time will soon come. Able to fuel himself by photosynthesis and chemical respiration but bacterial count is limited by available organic material.

My character I made for the sake of not having to control both a PC and the governments more than anything else. Her power set is finite though. The only power creep she'll be able to get is summoning a bigger gun.
None of the other aliens are sentient (because I didn't want to have to consider 3-way politics...) but you can be a human hybrid of one if you like.
The LOTUSes are like nuclear weapons. You know that they're somewhere in the USA, but do you know where and who's holding them? Like that. The public knows that they're being collected and in general what they are, but no details, and they don't know that they might walk among them.
Fenris, the LOTUS were made specifically to not be generic soldiers, but to be specialized units. Also, your energy source should be more akin to "food". A "mess of wires" character could easily be a sort of shapeshifter or blob if you want to consider that.

Look, I'll edit what I have to after speaking to HH.
Meanwhile, you shouldn't be worried about what I do. Any reply you have to this along the lines of "I have a right... Because it's against canon lore." Shall not be looked upon. When I said I'll change something I'll do it. Not on your terms.
The thing with people: you shouldn't do this, you shouldn't do that"
Please worry about yourself before wanting to tell others what they can and cannot do.
Anyway, HH, I'll work on my editing.

Do you know why I knew what was canon and not, and what should be the general guidelines?
It's because I created the idea, and HHD adapted and fleshed it out. When designing a character, they are supposed to both feel and seem unique. Think in terms of Megaman Robot Masters.

What can he do with the bacteria? Depends on how many he has made. The 1-2 pounds of bacteria he starts out with, maybe corode hand cuffs or make a crude disquise. Make few dozen pounds more he can shape them into weapons or bio-armor, launch tazer strikes, hack computer systems, baffle security scanners, and more. A ton or more and he becomes a force of nature able to take on an army single handedly.

Oh and a bit of bio I forgot, the reason the experiments used to create him specificaly were abandoned was because of how his power and inteligence track up exponentialy with the bacteria count, a count they could never succeed in limiting.
