Blue/Gary uses what I call a battle-pack. It got a bit of screen time when he was dealing with Celena way at the start, but I never really explained it.
It's a PC storage that holds pokemon in a way that isn't susceptible to StarBurst. It used to be top of the line StarBurst protection, but then Cosmic Drives came along. It allows the user to materialize parts of pokemon at a time, the rest of the pokemon remaining in their stored energy like forms. Hence why Blue can sprout pokemon wings and arms and things like that. It's not like a Cosmic Drive in that there's no established link to the pokemon. Blue has to give commands and the pokemon have to follow them on their own. This is facilitated by Blue's mental link with his Alakazam, but it's still a matter of a trainer giving commands. The pokemon that are partially materialized can be StarBursted, but as they are being regulated by the PC, they would get recalled before they can do any harm.
Obviously it's Porygon/Rotom protected.
