If someone straight up decapitated a PC do they still get 3 saving throws?

That would be the effect of a powerful attack that finishes an opponent. Know this, an opponent with 0 HP is unconscious, and a melee attack roll against unconscious creature is an automatic critical hit, which takes away two of those saves, and if it deals enough damage, will kill it outright.

Is there any way to target body parts, or is that not part of combat?
Like, you're at 0 HP. A dwarf brings a hammer down on your face, that's -2 saves. Alternately, an elf stabs your hand with a rapier, which is still -2 saves, and both strikes are negated the instant a cleric heals you at least 1 HP. I thought there was this whole negative HP thing but not anymore?

That was in 3.x
Targeting body parts is generally an optional rule of combat, most likely to be included in the DMG when that comes out in November. However, all of that is included in an attack roll, so a Critical hit isn't just a hit that happens to do more damage, it's that you managed to hit somewhere where it really hurts.

I guess that makes sense. You call an attack and the die/DM determines where it hits.
I'd be willing to try DnD... question is, would a group be willing to let me catch up? Mechanic wise it doesn't seem too hard (as long as I'm not trying to look for munchkin plays), but lore wise it's a bit more difficult to wrap my head around.

I myself am not familiar with Greyhawk, Eberron, or Forgotten Realms lore, so I'll naturally be doing some homebrew campaign. Maps are unimportant for now, since it's going to be isolated adventures, but people can always offer suggestions and such for areas, countries, and continents. Gods are unimportant unless you are a cleric anyways.

...actually my normal plan is "if you're new be the healer". Maybe not this time.
And I was thinking more along the lines of figuring out what "Halfling" and "Drow Elf" mean. Like seriously I don't get Hobbits in the LOTR movies and what sets them apart from humans besides being short. And apparently Dwarfs are as long lived as Elves which is news to me.

Drow are Dark Elves. Naturally Chaotic Evil subterranean elves who murder first, ask questions later.
Halflings are essentially short humans who have great sense of smell and are very jolly.

Healers are actually pretty durable in this, save for Druids. Clerics are the best at that job, but Bards do it well too. There won't be insane Min-Maxing, since we'll only be using the PHB, MM, and DMG (when that comes out).

My issue is that I need to ask "what's their deal?" for each race. Like...how the hell do you have an underground organized society of chaotic evil creatures that live for centuries? Halflings I get more since (I think) they're like "Santa's elves" kind of creatures, but obviously DnD uses "Elf" differently so...Halfling. Plus they needed a thief race. I can tell I'm over thinking it.
I was thinking human cleric. I have no idea what those acronyms are.

Halflings are essentially hobbits. They usually consist of rogues and bards. Dwarves are generally fighters and paladins with the occasional Bard. High Elves are generally Wizards, Wood Elves are rangers and bards, Drow are rogues (it has to deal with their primary deity and the fact that generations of mistrust between themselves and other races), gnomes are usually Druids or Wizards, Dragonborn are usually Sorcerers, same with Tieflings, Half-Orcs are usually Barbarians and Fighters, and that's about it.

Since It had Quick feet, I ended up doing Attack/Speed. It does good, trained it to lvl 50 today.
I think I'll do and electric Rain Team soon.
My question is what is the purpose of poisoning, oh wait, nevermind I just facepalmed.

I have no idea what those acronyms are. PHB: Player Hand Book, MM: Monster Manual, DMG: Dungeon Master Guide. All the basics you need to start questing.

Actually, you really only need the PHB, but the MM and DMG are very helpful. The MM for encounters, and the DMG for optional rules, more feats and spells, and magical items.
