Whenever you calculate the chances of an event happening at least once in several trials, you instead calculate the chance of the event not happening at all and then subtract that from 1. So, a 60% chance to hit, with two chances, means you have a 40% chance to miss each hit, but since there are two chances, and that 40% happens every time, then the chances of both hits being misses is 16% (40% squared). Therefore, assuming one hit has a 60% chance of hitting, the chance of hitting at least once every two hits is 84%. Hmm... Okay.

I decided to drop Dex down to 12+2(racial) so I could bump Int up to 10, since... Well, statistically it'd be fine, but RP-wise someone with significantly below-average intelligence... would be hard for me. Because I'd have to keep throwing out ideas because my character wouldn't have reasonably thought of it.

Because I'd have to keep throwing out ideas because my character wouldn't have reasonably thought of it. I'm pretty sure that's also going to bring your AC down to 18, so your choice. But as the GM, I'm not going to reinforce "roleplaying by stat". Stats are stats. They are for gameplay purposes only. I'm the "roleplaying by background" type of GM, especially in 13th Age. So your character's Int stat can be 8, and your character can still be a genius in my book. Just so long as you can tell me why, and have a backstory reason for their vast intelligence, then I'm not going to be bothered. If it's "she's a genius in all things just because", then we have a problem. That said, remember that background rolls do, in fact, use your stats and background rolls are very important. For your Inquisitor background, I'll probably mostly let you choose to use Int or Wis, but there may be times when I enforce using Int for rolls. So, despite my personal stance on the matter, keep in mind that I am overruled a bit by 13th Age's mechanics.

AC's still 20. PD takes a hit to 13, but MD goes up to 13.

I'm just going to let you know now, AC is going to be far more important than PD at first anyway. Until you guys start getting close to late Adventurer tier, there aren't going to be a lot of normal enemies with particularly dangerous secondary abilities. So that drop in PD shouldn't worry you too much. Your character actually has the exact same stats my old practice character did. Same feat and almost the same talents too.
Anyway, an AC of 20 at level 1 is really, really amazing. Not much is going to be able to hit you tbh.

Hey Lurk, could you link me the 13 True Ways PDF you found again so I don't have to continue searching for it? Also, have you or anyone else encountered any problems using it? If not, then I'm not going to bother buying the True Ways book and am going to buy the Bestiary instead.

In all seriousness, it's all about knowing what to look for. I just did a very quick search using "d&d winged elf", "d&d winged pixie", "d&d winged races", "d&d winged demon", and "d&d winged portraits" on Google and I found several possible pictures that might fit Crow's character nicely.
