That sounds so specific it feels like it's a quiz. To which the answer is Harpies and Harpie's Hunting Ground.
That's practically what Harpies are based on now. They recently released the trap "Harpie's Feather Storm" which has two effects, one of which is mass monster effect negation, and the other is searching out Harpie's Feather Duster (legal at 1 in OCG).

Hm...SPYRAL Super Agent, GB Bestiari, Traptrix Myrmeleo, Brotherhood of the Fire Fist - Gorilla, Lyla Lightsworn are some that have s/t destroying effects, but they're all conditional on something. None are as good as Harpies.
Technically the True Draco continuous spells destroy S/T if they leave the field, and you tribute them to summon True Dracos, so that can kinda work.
