Was the conflict 3 or 10 years old? Still a long time to be on a boat. ...Actually I think I did a Dialga thing and made it both didn't I? Gotta justify Tierno being younger than X/Y but Emma being older somehow, right? Emma's presence may or may not be as thoroughly planned out as I may have hoped.

An option I had in mind was for them to meet Riley in whatever the facility with the eggs was called, so that we can work on establishing what kind of Alolan pokemon and regional variants may still be a thing thanks to the rebellion's breeding programs. Mostly provoked by us needing to establish the status of the Alolan Vulpix line.
So. I'd be happy to have help wrapping up the siblings' plotline. I'll PM you all of what you need to know, Neo.

What level of technology and power am I looking at? Battlesuit, like Rena/Bill's from STARS with all the systems? Starburst blasters? Hand-to-hand specialization? Psychic powers- bring down a house? Lift people into the air? Throw them against the wall? Force Choke?

Concept: Swimmer♂ or a small group of people who want nothing to do with the fighting dipped at the first sign of trouble. Either he's been hiding out on... Uh... I dunno, one of the Whirl Islands or they've been sitting in a boat on the open ocean this whole time. But now he's/they're out of medicine, the berry crop didn't come in, there's no more ice cream, need some new porn, out of spare parts, Magikarp ain't biting, prom's tomorrow... Whatever. He's/they're coming back to the mainland with no knowledge beyond what the radio broadcasts have been saying. Since there are ordinary civilians (and at least one gym leader) that have at least "kind-of" adjusted to Nova rule, what would the group entail that would make them unwilling to go back to the mainland? Maybe they're Pokemon League staff? Or Battle Frontier regulars? People who refuse to listen to the Man, man. Being a rebel's a state of mind. Tinfoil-hat-types, basically. Except they were completely right. And maybe the old government wasn't perfect, but at least they never (X)ed my (Y), man. 10 years is a long time to be on a boat. They've probably come and gone from the mainland a few times and hopped around a few islands, just always managing to get what they need without getting caught up in anything major.

I'm trying to remember waht plots I had planned for Ashley and Dawn+Co. I remember Dawn's thing where I can shove her aside so I have 4 less characters to write for.
Ashley I just need to figure out where I was going with that.

Because it's relevant for reasons, I think we should try to break down the PC power levels. We haven't done that. Let's figure out the low and the high end of PC powers.
High end is obviously Neal. Let's see... N style pokemone magnet at first, right? Some tech stuff. Was Team Xerneas leader, is he technically now? Then ability to merge and share powers with Darkrai? And then did he get cyborg stuff or was that solely for Rayquaza? But after that he also got Xerneas hax for super strength, became a giant, and constant regeneration to pair with his immortality.
This is the highest. But it's also not as bad as it sounds because it's so disjointed and nothing works together. And Neal is like a joke character now how doesn't do anything anyways.
The true threats on the high end are Meridia with the psychic powers (but only depending on whether or not I raise the limits on it for her. They were low previously, and never cemented afterwards, but the intent was to keep the limit on it low), and on the not really a PC side maybe Hugh or Emma with the suits? Molly is likely to fall right about here too.
I don't know if there's a PC that fits well in the middle, but for non-PC characters we do have Riley as an aura user.
Low end really has to be most clearly defined by Joshua. Some reasonable tech is his only real flair. The rest is all about his team and how well they work together. Skill, not power. Honestly, the most effective one on this list, and at the low end. Funny.
Please help me flesh out this.

Highest power character was what's her face the Nova general with the space suit and stuff.
Neal was never really too powerful, since his biggest power was his ability to communicate with Pokemon, but he hardly uses it since he was Xerneas-roided.

There used to be an abundance of Bill-like power armour but that was crippled recently, so Nova tech has been vastly stripped down. No suits, but there are still toys. There's already another psychic Nova Executive named Marissa (Eusine's nemesis) but she is more focused on using mind altering drugs and mind control. Most Nova tech is Pokemon-inspired technology that allows humans to use aspects of a Pokemon's abilities, or extrapolated from something in the games. For example, the psychic amplifier crown Marissa uses is based on the Steelheads the villains used in Pokemon Ranger 3 to control pokemon. StarBurst in general is based on Shadow Pokemon and Ranger Stylers.

I would put Joshua and the stat trainers higher than Meridia in terms of combat experience. And then there's people like Rosa who jumps tiers just because of Kyurem.
Highest OMGWTFBBQ level is Maurice, Celena, and Duncan. They're all on "could destroy countries by themselves" level. They're even with top tier legendaries like Mewtwo, Xerneas, Zygarde 100% and Yveltal. I suppose Saturn would be there too because of Galactic's ultimate weapon, but in combat he's basically just Joshua with much much stronger toys. Celeste is powerful because he cheats reality and has a fancy coat. Grant and Meridia would be about the same with ghost/psychic powers. Anton/Neal doesn't really count because of pacifism, and in his current form does more tanking than fighting...although factoring in Rayquaza he's on Duncan level.
It's fiddly basically.

Austin would probably b Mid to low tier on power. The Cosmic Drive has the potential to make him the most OP character, but that's part of the reason why I made him such a childish character.(That and bad writing)
